The Spacer is used to provide a limited room for two objects like PCB board, sheet metal, case cover etc. commonly there is a screw or pin go through the hole of spacer and hold both objects tight.
For the plastic spacer, it can also be used as the function of "nuts" because you can choose to use the metal screw to screw in the hole of the spacers.
